The innovation investment system guided by government investment
and supported by multiple non-government investment has taken
shape in the city. In recent years, Changchun City has made
an active effort to get  various
science and technology resources from the state and the province.
In the past three years, the city has successively undertaken
116 National 863 Plan projects and national key science and
technology plan projects and received national special funds
for science and technology of RMB 160 million. In 2003 alone,
the city obtained 448 various science and technology projects
from the state and the province and received non reimbursable
funds for science and technology of more than RMB 100 million
and bank loans of nearly RMB 800 million. There are 95 research
projects awarded the national and provincial science and technology
progress prizes in the city. The local governments have continuously
increased the investment in science and technology and formulated
the key science and technology plan, manufacturing informatization
construction plan, new star venture  plan,
agricultural innovation plan, patent support plan and other
government-supported science and technology development plans,
with a accumulated investment of up to RMB 100 million, supporting
nearly 1000 projects. Supported by the government¡¯s science
and technology plans, many young people, who dare to innovate,
with enthusiasm for business venture, have started a number
of new high tech companies such as JU Tianyuan and Zhuoer Information,
which are gradually becoming the main force of the high tech
industry of Changchun City. A wide rise in the tide of manufacturing
informatization has greatly improved the design and management
levels in the traditional manufacturing industry. At present,
there are up to 100 manufacturing informatization demonstration
enterprises in the city. And Cangchun City has selected by the
Ministry of Science and Technology as one of the manufacturing
informatization demonstration cities. In the city, the patent
application amount increases at the rate of about 40% per year,
up to 2689 patents in 2003, and has doubled within three years,
accounting for 63% of that of the whole province. The venture
capital undertakings are healthily growing in the city. The
two venture capital companies started not long ago in Changchun
City have made an amount of investment and guarantee of up to
RMB 170 million, leading enterprises to an additional investment
of nearly RMB 500 million in the project. The government investment
in science and technology has led to a great increase in R&D
investment of whole society, playing an active role in guiding
non-government investment in science and technology.
