Science and Technology Bureau of Changchun City is the administrative department in charge of science and technology of the People’s Government of Changchun City, responsible for implementing the guidelines, policies, rules and regulations of the state and the province for the development of science and technology and to promote economic and social development by science and technology, formulating the local policies, rules and regulations concerning science and technology, studying and formulating the macroscopic strategies of the development of science and technology, coordinating and solving the important issues to promote economic and social development by science and technology, obtaining the innovative resources from the state and the province, formulating the local government’s guiding plans for science and technology and organizing their implementation, optimizing the allocation of science and technology resources of the whole city, studying and formulating the city’s policy measures for the reforms of the science and technology systems, establishing the system and mechanism for science and technology innovation adapting to socialist market economy and the laws of the development of science and technology, pushing on the establishment of the city’s science and technology innovation system, perfecting the function of intermediary service for science and technology, building the platform to connect technology, personnel with capital, expanding scientific and technological exchanges and cooperation with foreign countries and promoting science and technology innovation and the development of the high tech industry of Changchun City.

In recent years, Science and Technology Bureau of Changchun City has seriously carried out the strategy of “invigorating the city through science and technology,” made an active effort to obtain more innovative resources from the state and the province, strengthened the support for the local guiding plans for science and technology, and strongly promoted science and technology innovation and the development of the high tech industrialization of the city by holding the China science and technology business plan competition，organizing the technology project financing promotion activities, trying to get more direct financing from the capital market, implementing the project for cooperation between the city and research institutions, extending scientific and technological exchanges and cooperation with foreign countries and setting up the financing platform for high tech industrialization.
