With the rapid economic development of Changchun, a large number of high tech enterprises have been emerging in the fields of photoelectronic information, biology and pharmaceutical, new materials and others. And many traditional enterprises in the fields of the automobile and parts, agricultural products processing and others are flourishing in the city. For 8 years from 1996 to 2003, the output value of the high tech industry of Changchun City has increased 14.4 times. The progress in science and technology has become the motive force and strong support for the development of the city’s four major leading industries. In the field of photoelectronic information, Changchun has made a number of achievements in research technology and innovation such as the optical display series, laser and laser processing series, medical photoelectronic series and photoelectronic device series, with the independent intellectual property right and a broad prospect of application. North Caijing Company is the largest TFT manufacturer in the country. The STN high resolution color liquid crystal display developed by Changchun Lianxin, the LED light emitting screen and back light source developed by Huayu Optics Valley and others lead in the country. Changchun First Optical Instrument Factory’s optical electrical encoder has got a 60% market share in the country. A number of software companies such as Tsinghua Tongfang, Shenyang Neusoft Co., Ltd., JU Zhengyuan, Jilin Hongda, Jinying Computer, FAW Qiming and Jilian Commercial Software have penetrated into the market. In the fields of biology and pharmaceutical, Changchun has made achievements at advanced national and world levels in the research on gene engineering, cell engineering, enzyme engineering, tissue engineering, technology for comprehensive utilization of plasma and biofermentation technology. The three major classes of medicines, genetically engineered medicine, vaccine and natural medicine from animal and plant, take the lead in the country. At present, Changchun has 10 of the 23 genetically engineered medicines with production approval in the country. Among them, the 5 new genetically engineered medicines such as the genetically engineered interferons α2a and α1b and recombinant human growth hormone came into the world in Changchun. 26 of the 35 vaccine products in the country are produced in Changchun, so far the largest vaccine production base in Asia, with the hepatitis A vaccine, chicken pox vaccine, influenza vaccine and others getting more than 50% market share in the country. The biopharmaceutical products made in Changchun have been widely sold both at home and abroad. In the field of the automobile and parts, both FAW Group and Changchun Railway Vehicles Co., Ltd. hold a significant advantage in the same industry of the country. FAW Group is the largest sized automobile production and development base in the country with the largest production and a great variety of automobiles, forming a number of key companies which supply auto parts to FAW such as FAW-Kelsey·Hayes FAW-Zexel Siemens, Auto Electronics and FAW Die through a combination of technology introduction and independent innovation. The railway vehicle production of Changchun Railway Vehicles Co., Ltd. accounts for 1/2 of that of the whole country. The railway passenger car, urban rail car, new-type subway car and others of the company take the lead in the country. The subway car produced by the company has been exported to Iran and other countries. In the fields of food processing and modern agriculture, a number of leading companies for agricultural industrialization are rapidly growing in the city. Dacheng Company is now the Asia’s largest and world’s third largest corn processing company, with an annual processing of 1.8 million tons of corn, an annual output value of RMB 5 billion. The phase II project with the processing capacity of 1.2 million-ton corn is under construction and after the designed production capacity is reached, the company will become the largest lysine producer in Asia. A great number of large high tech projects such as Haoyue Group’s comprehensive development of beef cattle and Deda Company’s 40000-t/a biological bacterial fertilizer are also under construction. In the next a few years, Dacheng, Haoyue, Deda and other leading companies will continuously extend the industrial chain of deep processing of corn, soybean and animal products. The projects for the production of threonine, tryptophan, methionine, soybean peptide, biological medicine materials will be put into operation successively. In the field of the development of biological agriculture, Jilin Agricultural University (JAU), Northeast Normal University, Changchun Biological Products Research Institute, Jilin Province Traditional Chinese Medicine Research Institute, Military Supplies University and other research and educational institutions have respectively established more than ten research and development centers jointly with enterprises and have developed nearly 100 biological agriculture projects, and biotechnology has been widely used in agricultural production. A new series of verities such as the high-oil soybean, special-purpose corn and JAU White goose have been rapidly popularized. In the field of green food production technology, 13 research projects have been awarded the national green food certificate. The city’s green food production base has increased to 1.85 million mu, accounting for 11.5% of the total basic farmland. More than 50 agricultural technology demonstration bases have taken shape including North Hot Pepper, Ginger and Garlic Cultivation Technology Demonstration Base of Nong’an Country, Greenhouse Tomato Nuisance Free Production Technology Demonstration Base of Caiyuanzi Town, Dehui City, Chinese Medicinal Herb Cultivation Base of Tumenling, Jiutai City and others, playing an effective demonstration and promotion role in the economic development of counties. The interaction and close connection between technology and economy has greatly promoted technological innovations and the development of the high tech industry, putting economy of Changchun in the fast lane of sound development. For the short 5 years, all the 8 main economic indicators of Changchun City have doubled, and we have achieved the great goal of rebuilding another Changchun. In the national science and technology evaluation activity organized by the Ministry of Science and Technology, Changchun City was selected as one of the country’s advanced cities of science and technology progress.
